Yes. The authority of poll watchers to "see and hear" everything that is occurring under 24.2-604.4 is well established. An Attorney General Opinion from 2011 (11-028) engaged in a detailed analysis of the provision, formerly codified at 24.2-604(C). The Attorney General concluded, "authorized representatives may move about a polling place to hear and see what is occurring provided they do not run afoul of the
prohibitions set forth in ยงยง 24.2-[604 et seq]." (Code section updated to reflect recodification since the opinion was issued). It also held that "there is no authority in the Code of Virginia for the officers of election to confine the representatives to a general area." Officers of election may not confine authorized representatives to a specific spot in the polling place.
